Haiti Moves to Integrate Diaspora in Electoral and Referendum Process

The Haitian government has taken a major step toward strengthening political inclusion by initiating plans to formally integrate its diaspora into the country's electoral and referendum process.

On Monday, March 17, Minister of Haitians Living Abroad (MHAVE), Ms. J.E. Kathia Verdier, convened a high-level meeting with key institutional stakeholders to lay the groundwork for this historic reform.

Speaking at the meeting, Minister Verdier emphasized that the move aligns with the priorities of Prime Minister Alix Didier Fils Aimé, who has placed diaspora engagement at the forefront of his administration’s agenda.

"We are determined to implement inclusive strategies that will guarantee the diaspora an active role in Haiti's governance," she said. "Together, we will build a stronger, fairer, and more inclusive State."

The strategic session brought together top officials including Gracien Jean, Minister Delegate for Electoral and Constitutional Affairs; Franck Lauture, representing the Steering Committee of the National Conference; Patrick St-Hilaire, President of the Provisional Electoral Council; and Reynold Guerrier, Director of the National Identification Office. Senior representatives from the Prime Minister’s Office and other key institutions were also in attendance.

This effort signals a transformative moment for Haitians living abroad, many of whom have long advocated for a voice in shaping the country’s future. With millions of Haitians residing in the diaspora, their integration into electoral processes could redefine citizen participation and democratic governance in the Caribbean nation.

As discussions progress, Minister Verdier reiterated her ministry’s commitment to bridging the gap between Haiti and its global diaspora, ensuring that their voices are no longer left out of the national conversation.
